Caption reads "Local Business Men Filling Culvert On New Elgin Canyon Road Okanogan, Wash. 9.28.'11 Frank Matsura Foto.." Seven men with shovels have stopped to watch the photographer with shovels and picks on a sagebrush hillside. During this era it was common for men to work off their property taxes by participating in road construction work days. The road construction project was discussed in the 8/11/1911 Okanogan Independent with the road coming down the north side of Elgin canyon connecting with the river road at the Elgin ranch. On the back of print 1048 is written "working on road between Omak & Okanogan at Elgin canyon. In foreground l to r Ray McCampbell, J.R. Everett, Geo. A. Lee, Charles A. Johnson and Harry Stark. 1911." |
